Tsunami – Help-Project for the Island Koh Phra Thong - District of Kuraburi - Thailand

 

Introduction
   
On 26.12.2004 the Tsunami devastated the means of existence and the houses of about 700 people on the islands Ko Prah Thong and Ko Ra. On the island Ko Prah Thong alone about 100 people lost their lives.


The island Ko Prah Thong housed four villages of which 3 were completely destroyed and the last severely damaged. On the day of the disaster, the families were evacuated from the islands to the main land and accommodated in different emergency camps.


  The temple ‘Wat Samkee Tam’ took in 32 families from the village Moo 3. The 110 villagers have lived in the temple since the day of the catastrophe and do not want to return to the island out of fear of further disasters.
   
These 32 families now require a new means of existence on the mainland. For this we ‘FARANG JAI DEE’ the families concerned and the temple have decided on the project on 03.02.2005.

Starting from finding and purchasing a suitable piece of land through to the re-established self-sufficiency of the families we expect a project time frame of approximately two years.
   

The required financial resources for the whole project are calculated at 500.000 EURO.

As the donations to date only cover a very small part of the required funds, the project is desperately dependant on further donations and support.

 

Background Information

The project was chosen by the foundation FARANG JAI DEE after long and careful considerations.

FARANG JAI DEE (foreigner with a good heart) is a foundation, whose mostly European members, live and work on Phuket. The foundation works under the patronage of the Honorary Consul of the Republic of Germany on Phuket. The premise of FARANG JAI DEE is, that all medication, all toys, all aid supplies and all funds are forwarded directly to those who have suffered from this natural catastrophe. A detailed, regularly updated, overview of the use of the donations will be published on the FARANG JAI DEE website.

The organisation has several advantages in comparison to those who come in from abroad. Long local work experience of the foundations members, an in depth understanding of the local way of life as well as of the Buddhist rules of conduct are equally as important as personal contacts to the authorities and other important members of the provincial society. Due to the large number of help services already undertaken by FARANG JAI DEE in the emergency camps North of Phuket up to Ranong, the foundation has a detailed understanding of the current situation in the catastrophe area.

Most of the local people, who live in the costal and island region that was hit by the Tsunami, have lost the basis for their means of existence and are unable to recuperate this on their own. It is impossible for them to rebuild their houses, purchase new boats in order to take up their jobs as fishermen again or pay school fees for their children without outside help as they lived their lives on the poverty line even before the Tsunami hit.

   

 

Selection Criteria – Why this project was chosen

A few days after the Tsunami and after several visits to emergency camps, we realised that the general help level and interest was relatively low in the Kuraburi area. The first contacts through delivery of food and aid supplies, as well as the organisation of the ‘children’s day’ on 08.01.2005, made it very clear to us, that here long term help was required for the flood victims.
Several long and intensive discussions with the temple abbot and the families concerned showed us that the only way for a successful rehabilitation of the families was intensive collaboration between FARANG JAI DEE, the temple and the families themselves.


   
   
Project Description

The main goal of the project is to build up a new home and means of existence for the families in collaboration with the temple abbot and the families themselves.

The project is made up of the following 5 steps, some of which can be implemented in parallel to each other:

1. Selection and purchase of a suitable piece of land
2. Building of 32 houses and infrastructure
3. Restoration of work life
4. School and education for children
5. Independence of the families

Our goal is to purchase the land by February 2005 in order to be able to complete the house construction before the set in of the monsoon season 2005. Completion of the total project is set for 2007.

 

Project Steps – Details

Step 1. Selection and purchase of a suitable piece of land

Selection Criteria:
   
Proximity to established public facilities such as schools, kinder gardens, temple, hospitals and shopping facilities

Use of established infrastructure such as roads, electricity, water and sewage systems
Price level of the land

The land will be purchased and held by the temple ‘Wat Samkee Tam’. The necessary funds will be provided by FARANG JAI DEE.
This will guarantee, that the villagers cannot sell the land individually.

Step 2. Building of 32 houses and infrastructure

Necessary steps:
   
Preparation of a master plan for the development of the purchased land (architect)

Building of the 32 houses under the participation of the families
Building of a small community centre
Central water supply (deep well)
Building of streets, lanes, etc.

We want to achieve a personal identity of the families to their houses as well as organise the villagers in such a way as to ensure that those interested – and who no longer wish to go fishing for a living – have the opportunity to learn a new job.

 

Step 3. Restoration of work life

Necessary steps:
   
Profile analysis of those people able to work

Start and/or continue retraining and training for new jobs
Building of new fishing boats
Equipping of the boats (nets, bow nets, lamps, etc.)

We do not want to just hand over new boats to the people. We want to achieve a training programme, that will enable the villagers to build and repair their own boats. This will achieve two things, cost reduction for the training, and a qualified training ‘on the job’. After qualification we will assist in finding placements.

 

Step 4. School and education for children

Necessary steps:
   
Purchase of school uniforms, books and materials

Financing of education (school fees) until such time as the families are financially independent
Organise ‘homework help’ in the social centre
Support of the kinder garden at the temple
Set up of sister-school-programs for the elementary- and secondary school with overseas schools

Our goal is to ensure a good scholastic education. Through the sister-school-program we hope to achieve a better mutual understanding of country and culture.


Step 5. Independence of the families

 

Necessary steps:
   
Material and monetary support of the families up to complete independence

Procurement of appropriate commercial vehicles (used) for use in jobs
Organise trainings together with the temple in order to create a functioning social structure

The final goal is the complete independence and self-sufficiency of the families by 2007. This also ensures that provision for the old and sick – which is common practice in Thailand – is guaranteed.
